County Road Policies and Permits
Fillmore County has several Policies and Permits you must
abide by if you want to do work on or adjacent to a County
Roadway. There are three different permits listed for your convenience.
You may print them out and send them to our office or hand
deliver them. There are two parts to each permit that must be
submitted, the Permit Application and the Map showing the exact
location of work being done.

Driveway Permits
Fillmore County has a policy that landowners must fill out
a Permit Application to do work on a driveway or to install a new driveway.
After the Permit Application is filled out, the Highway Superintendent will look
at the requested site to check for sight distance and to determine the proper
size of culvert. Since we have had a lot of problems with driveway culverts
being plugged with silt and trash, the minimum size of the culvert allowed is 18
inches. The permit will state if a larger size is required. Landowners are
responsible for doing all the work and to furnish the culvert for driveways into
fields. A driveway culvert for a residence is furnished by the County up to 24
feet in length, but the landowner is responsible to do the work of installing
it. The landowner is responsible to purchase additional length if he wants a
wider driveway. The maximum width of any driveway is 40 feet. After the Permit
is approved by the Highway Superintendent and the Board of Supervisors, the

Clean Silt Permits
Fillmore County has a policy that landowners are
responsible to keep county road ditches clean that adjoin their property. Please

Occupy County ROW Permits
Fillmore County has a policy that landowners are
required to obtain a permit whenever the landowner wants to occupy County ROW
with an electric line, a gas line, a irrigation line, and etc. Please click on

Putting Trash in County Road Ditches
The State of Nebraska has laws that make it illegal to dump anything in a County Road Ditch.

The State of Nebraska also has laws regarding mowing roadway
ditches and keeping trees trimmed so they do not become a public
